Since the coil only is a few ohms of resistance, both of the small wire terminals should be at about 12 volts with the ignition in the on position, but car not running. Central high voltage terminal will only be live during pulses when cranking and while running(be careful of getting shocked and don't test this with a meter, rather, hold the coil wire near ground with an insulated tool while cranking). With the ignition off, he should connect an ohmmeter across the two side terminals and see maybe 4 ohms. If the resistance is very high in the mega ohm range the coil primary is broken. This is a rare occurance, but can happen.
