The dash lights are powered though fuse 23 from the "X" terminal on the ignition switch. I would first check the fuses and then checkout the connections to the ignition switch terminals. The "X" terminal is supposed to get power whenever ignition is on acc, start or run and it grabs the power at the switch from the 30 terminal. If you have no power at the 23 fuse when the switch ignition is on run, then the light problem is either the ignition switch or wire from ignition X terminal up to teh fuse.
Fuel system problem sounds like your ECU is not grounding the pump relay or you have a bad ground connection somewhere. Start by cleaning all the ground points and they see if you can swap in a known good ECU as a test.
