Likely, no. Possible, maybe. I'm thinking that at the cold temps you are talking, there may be a clearance issue and the diaphram inside the regulator is getting stuck for some reason keeping the diaphram from rising against the spring. That would send full fuel pump pressure to the injectors. Wrapping the hot rag around it would expand the housing, hopefully freeing up the diaphram.
Like I said it's a wild guess, but your description sounds like there is some sort of mechanical problem, not an electronic one. It only takes 5 minutes to check and you don't need any equipment so there's nothing to lose if you can do without the car until it warms back up.
Again, just guessing.
