If you're addressing the bolts on the a-arms you'd do best to properly jack and support the upper arm with the saab spacer tools (or a pair of tire irons).
I'm guessing though you're thinking about the bolt/shaft going into the steering swivel member. That is a little more difficult. The classic response is a BF Hammer. I've seen tools that act as a rachet before. The other commonly used tool is a "pickle fork," a picture from harborfreight.com is listed below.
If you completely remove the steering swivel member you can then use a sawz-all. That's been my preferred technique in the past.
Remember to use prodigous amounts of anti-seize on reassembly.
