In addition to JohnB's good tips, you might try a reverse flush, pretty easy if you have a mityvac(<$40). I once replaced a rack without sufficient flushing of the old system and had groaning and reduced power boost in the new steering.
If too much power steering leak sealer had been used in the old rack, there is a good chance that bits of softened rubber seals may have been be floating around in the system and got stuck in the new rack. This was my problem and the reverse flush cleaned out the pintle valve and restore the rack to perfect operation. I discussed this with an engineer at Maval, who supplied my rebuilt unit, and he said that the pintel valve is where stuff gets lodged if the old system is not flushed throroughly prior to install of the new rack. Metal will tear the valve seals, but rubber bits just clog it.
After flushing as JohnB suggests, separate the high pressure line junction down near the passenger side motor mount and plug the line going to the pump(golf tee or tiny rubber stopper). Connect the suction side of the mityvac to the other side of the line going to the rack. Then suck fluid from the rack. This will get debris out of the pintle valve in the rack. If you use a mityvac with the plastic bottle you will see the junk that gets sucked out.
