I have one that I'm doing the same to. The studs in the rubber strip were rusty, as was the strip that lives inside the rubber. I made an incision in the rubber between all the bolts and pulled out the whole metal strip and the studs. I am next going to get stainless bolts, insert them into place, and epoxy the whole thing back together. I'm not sure if I'll bolt it into place at the same time, or wait until the rubber piece dries, maybe after it sets a bit. If you have gaps in the rubber (as in gouges) maybe there is some form of filler you can get - talk to an auto body place...
