You'll need to pop out the window switches. There is a special kind of nut at the inside end of the cable. It has a long barrel which slides inside the crosspiece on the E-brake lever.
Sometimes, when the outside end of the cable gets pushed in a bit too far, the barrel on the nut slips out of the large hole in the crosspiece, hangs, and won't go back in. When you pop out the window switchpack, you'll be able to see it and guide it back into the lever.
