Check to see if you are leaking fluid at the pistons. They are behind the trim panels on the sides at the rear seats. Are you sure the fluid is pumping? Can you see it moving?
It could also be that if you have a leak you could have alot of air in the line. Try running the pump then opening the fill hole to see if any air escapes.
When I bought my 87 convertible the prior owner told me the top didn't work. I discovered the pump resevoir to be empty and filled it, ran it a few times until all of the air purged and haven't had a problem since.
If you don't already have one you should try to get a Bentley repair manual or a top manual available from a number of site sponsors or on Ebay. Good luck.
