oil lines to/from turbo are metal (in-line from block underneath #2 intake runner, just above oil filter; return line is bigger pipe from turbo to block underneath exhaust manifold), they don't "fray" (although they might leak at the gaskets & return line o-ring). Replacing gaskets on the turbo oil lines is cheap for parts ($10), but 1.5 or 2 hrs labor at shop.
If you have water cooled turbo, I guess the coolant lines are rubber and could "fray", but $500 sounds awfully expensive... hoses are maybe $30 each, and very easy to swap (although you would have to drain coolant)?
Other possibility is that he was talking about the oil lines going to/from the oil cooler (driver's side bumper) from oil filter? Now those are expensive...
