First check fuses 27, 7 and 20. The flashers should work without ignition on, and fuse 27 provides the power. Next check that the flasher switch is plugged into the connector in the dash. You can extract the switch with two small screwdrivers on either side of the switch like a big tweezers.
Then check the grounds at the radiator crossmember. Also check the ground spade connectors in the plugs to the front lights and rear lights. If all these are good, then check relay.
The relay is located above the knee bolster on the drivers side. You can get to it without dropping the bolster by unscrewing the horizontal air duct and bending it out of the way. Then remove one of the screws holding the relay bracket and you can swing down the two relays. The flasher relay is the one closest to the fender before you pulled the bracket down.
Check the wires to the relay before you replace the relay. The red wire that goes to relay pin 49 should be constant 12 volts when the ignition is at run and the turn signals are or whenever the hazard flasher switch is pushed in(even with the ignition off). The black wire to pin 31 should be grounded.
With the relay plugged in, the green wire that goes to Pin 49a should give intermittent 12 volts whenever the hazard flasher button is pushed in or when the ignition is on and the turn signals are on. If no intermittent 12 volts, then try a new relay.
