I drilled it out from the back of the inner fender. Then I got a longer bolt the same size, got a nut the same size as the bolt, put the bolt through the enlarged hole, and tightened the nut onto the bolt from behind the inner fender.
Your case may be easer because you don't have to drill anything. Just get a longer bolt of the same size, get a nut of the same size, thread it through the hole with the stripped threads, and tighten the nut on the backside of the inner fender.
