Unless I'm mistaken all that relay does is amplify the ingition pulse which I don't think is your problem. I had a similar issue which turned out to be the AMM not being adjusted correctly. Try hooking your meter to the O2 sensor before you start it. When you do, watch the voltage. It should go to .5 volts (or there abouts) and stay there for the first 30 seconds. After that (i think) the heater turns off and voltage should start fluctuating. Mine would bleed down to .1 volts and sit there. It turned out that the O2 sensor worked fine, but the AMM was'nt sending the correct info so the ECU kept leaning out the mixture. Once i adjusted the AMM up a long way I was able to get it fluctuating back and forth around the .5 volt mark. The AMM may still need to be replaced but the car runs great now.
