ELCD Valve problems

I have an '89 900s non turbo. I recently discovered the ELCD is not opening/closing.(which apparently can cause the engine to run rich and give some idle problems...which i have) After some investigation I found that there is power to the valve and the valve is not faulty.(even tested a second unit)
The problem is that the voltage is not fluctuating in order to cycle the valve open and closed. I can get the valve to operate properly if i manually apply power than remove power.
I know the ELCD valve operation is controlled by the LH unit but does anybody know another reason (besides faulty LH unit) that the voltage would not be fluctuating?
