A few things could be wrong here:
1. One of the door switches or wires are shorted to ground. Get a Torx socket and remove the switches from the doors and see if your lights go out.
2. The center console switch is either turned on (position 2? the one with the light symbol next to it) or shorted on. Pull up the shift boot, undo two screws, and pull up the top portion of the floor console cover only and disconnect the switch. If the lights go out, and the switch doesn't make any difference and the door switches are okay, that may be it. This is an unlikely option, but it's an option.
I bet it's the door switches.
As far as the instrument panel lamps are concerned, check the dimmer to see that they are not turned off. This is the stick coming out of the instruments on the right, turn it clockwise. Did your car come with a manual?
If this fails, get a pair of new bulb holders (and bulbs if you doubt those) and change them. The instrument panel lamps are accessed through the driver's side speaker grille (remove it). As they age, the connections may get worse so twisting the connectors until they light up may work.
