I'd be surprised if you can do the drill-out without drilling a pilot hole right thru the metal, but go for it.
get some cutting oil and apply generously to the bit head regularily ie at start and half way thru hole. this will save you tons of bits and speed the job up too.
dont press too hard or the bit head will break.
use a variable speed drill, not a cordless...
cut away as much metal as possible to make access to spot welds easier (like down where the vacuum canister and washer fluid reservoir sat). the old panel is garbage anyway, right?

what part of the world are you in ?
have you got a replacement fender and if so, is it brand new or a take off? hate to ask if its new... prices are insane.
