Most of the time when the belts fail it is the main belt reel under the seat.
It is some microswitches inside the belt reel that goes bad. The whole reel has to be replaced as a unit.
What I do to test it is to fold backrest forward and tap on the belt reel with a rubber mallet (ignition on). If the belt track start to move a bit (or the whole way) I know it's the reel.
If the belt track is already stuck in the forward position I close the door latch to simulate a closed door and tap on the belt reel with ignition on.
The belt reel is around $300.00 plus a couple of hours to replace.
Fault tracing the system though can be a bear if they are not familiar with it or have the Saab special tool scanner to use.
So if the mechanic can repair it for $120.00 AND GUARANTEE that it will work, go for it.
