Also, you say that CO is less than half allowable, but what is the value?
It's easier to understand the whole pictures if you post the values.
171 in HC is also too high even if it's below allowable level.
The automatic idle system needs to be looked at first and corrected so that the car runs around 900 RPM at idle.
Next is to check the timing and fuel mixture settings. After that the Oxygen sensor needs to be looked at. Study the switching speed and voltage curve of it.
If all of that is correct, it might need a new catalytic converter.
