New Turbo - No Boost - Loud Noise?

I've been troubleshooting a no-boost problem, reading past posts and checking everything twice, but with no luck. I rebuilt my '89 CVT over the past year, lots of major work, and she runs now except gets no boost. The rebuild included a brand new complete turbo assembly.

The boost gauge goes up to atmospheric and stops, not even base boost. There is also a loud noise that starts right when the turbo should be boosting - it's not the typical "turbo whine", but rather more like the sound of a Dremel (rotory tool) - but much louder.

I have inspected all the turbo piping from intake to throttle body, found no cracks, and tightened all connections. The turbo spins freely by hand making no contact with the housing, and has no shaft play. There is no black smoke from the tailpipe. The wastegate moves freely back and forth. Unplugging the wastegate hose yields still no boost.

Can anyone offer any suggestions as to the next item to check? The only other thing I have seen is a suggestion that the muffler/cat may be clogged - it has been sitting for about a year. Is the only way to test this removing the exhaust system and test-driving?
