The mechanism is in the engine compartment up agains the firewall. It sounds like you might be in the early stages of the "pulley" sipping off the left wiper shaft.

Basically, you remove the wiper blades by removing the nuts on the shaft. Remove A/C belt and tensioner. Remove wiper motor(a manual impact wrench might help so you don't strip the screw heads. Remove the 4 bolts that hold the wiper assembly in place. Twist and slide the wiper assembly out of the car. Some prying on cowl may be necessary. Small bends can be easily pushed back. Same for reinstall. Then you can see what's going on.

PUsh the pulley back on. To prevent this "press fit" pulley from slipping off, drill a 1/8" hole and insert a roll pin through the aluminum pulley hub and steel shaft on driver side. The pulley will never fall off. Also not a bad idea to replace the drive cable at this time, especially if frayed at all.
