Does the car pull or lead strongly to one side or the other? If so alignment might do it.
But, the only time I experienced this was when the rack went bad on our 85, but you might be able to clear a clogged pintle valve.
First, make sure that your rack is centered,i.e. the same number of turns to full lock right and left from center. It's probably OK.
Then make sure that your steering column Ujoint is not binding. Pull boot up where the steering column gose through firewall inside the cabin. Give it a shot of penetrant and heat it up with a hair dryer.
The next thing I would do is flush the rack. Remove 2 10mm bolts and carefully slide out P/S resevoir. Then, carefully remove top hose from resevoir. (The resevoir spouts snap off easily). Get a scrap piece of clear tubing and with a small pipe nipple to join the tubing to the upper return hose and stick the end of the tube in a collection bucket. Now with a helper to start the car and turn the wheel back and forth, pour new fluid into the resevoir to flush out the old stuff. Plug the upper resevoir spout with a golf tee so fluid doesn't spill out. :-))
If still bad, I think it's time for a new rack.
