Dead Brand-New Turbo???

Can anyone offer any additional suggestions other than a dead turbo to explain this problem:
Briefly, put in a new turbo in my '89 CVT along with major other work this past summer. It's been sitting a while. When I go to drive it, getting absolutely no boost - only a loud whining noise that starts when the turbo should be spooling up.
Tests:
Unplugged "W" hose from BPC, no boost.
Checked operation of wastegate, moves freely, shortened rod - no boost.
Pulled all ducting from intake to throttle body, inspected for cracks or holes, none found.
Connected boost gauge directly to compressor housing nipple, still reading no boost.
Unbolted exhaust (clogged cat?) at the downpipe, still no boost.
Turbo shaft spins freely with a finger, no play, and no smoke. Could it still be dead? A mechanic mentioned that sometimes a new turbo can get engine gunk in and clog up the oil feed, causing bearing oil starvation... anyone know how that failure would manifest itself?
I'm at my wit's end here. The only thing I haven't done is set timing accurately, but I would think that would result in low or erratic boost, not _no_ boost.... anyone have any ideas?
