I live in Wisconsin, and the law here is 9 inches of lift including tires on a four wheel drive vehicle. My truck is at 9 with 4 inch suspension 2 inch body and the 35 inch tires lift it another 3 inches over stock. I was just suprized to here that he pulled out a tape measure. Where is he measuring to as to the 14 inches. Our laws just say that no part of the vehicle can be lower than the bottom if the rim in case of a flat so the car wouldn't scrape and be dangerous. I guess our laws are more liberal. Personally, unless someone is reving the crap out of the vehicle and being obnoxious--like some of the cavaliers and hondas that leave the stop sign by my house and wind it up to 6 grand with a fart can on the back--I could care less about altered exhaust. Let's face it a lot of the factory systems are restrictive. Sounds like you were driving with common sense though.
