low vacuum/boost issue (kinda long)

Last week, I installed a boost gauge on my 1990 900t and now after reading some posts here, I realize that my vacuum may be low at about 11.5 inHg, though i do live above 5000 feet and am not sure what normal vacuum would be up here.
In the past two weeks, I have replaced all the vacuum lines that i could find in the engine compartment and the one that runs into the passenger compartment along with the intake manifold grommets. I also noticed that my charcoal cannister wasn't holding vacuum, so I pulled and capped the lines going to it. I was also having some problems with the vacuum hose to the EGR valve so I got rid of it as well. All of this helped smooth out how the engine is running.
The only line that I didn't replace was one running from a white canister (which i have no idea what it is) in the passenger fenderwell, mainly because it was disconnected and hanging above my master cylinder and don't know where it goes to. When i put a pump on the canister, it didn't hold any vacuum. I would love to know what that thing is and if it will affect the engine or if it's just hvac stuff.
I have visually inspected all the intake plumbing when it was off last month and everything looked good and i was very careful to put it all back on tight.
I'm just wondering if there's something that I'm missing which is causing this lack of vacuum. Also not getting boost above 7 lbs, but figure that once i get the vacuum issues sorted, i will work on that. Any help is greatly appreciated.
