Water vapor(steam is invisible) from the front of the car is normal on damp days as the car warms up. Basically just external moisture evaporating and then hitting the cold air.
In traffic the gauge normally rises to about 3/4 scale and then the fan(s) kick on and the temp should drop below 1/2. If it goes higher, you may have a bad fan temp sensor(screwed into upper left side of radiator. You can test the fan(s)by pulling the wires off this switch and jumping them together to start the fan. When fan bushings wear, the fan can slow down reducing cooling. When the car is cold grab the fan blades to check for any wobble.
A weak radiator will usually show symptoms of rising temp up a hill on the highway when the fans are not operating.
It's always a good idea to flush the cooling system every year or two. Any pressure leaks in the cooling system will also lead to hot running, bad cap, leaky hoses or headgasket. These will be accompanied by coolant loss.
