Do you have your Saab Guard alarm hooked up? maybe it is that? Other than that the only thing I can think of would be pinched and grounded wires..although the horn output is positive and is constantly grounded, so a pinched wire there would not be the cause. I would look at the alarm system.
As far as your fuel sender...pop open the round cover that covers your sending unit. The wire may not be on very tight and would cause your intermittent fuel gauge problem.
