Base idle question

I think my idle has been set too low. The car idles OK for a minute then it dips and the AIC suddenly opens up and I hear a loud WOOOSH through the AIC tube which results in the idle shooting up a few hundred rpm. Then the engine gets starved for air and starts to shudder and then the AIC comes to the rescue again but the extra air causes a sudden overshoot in idle speed.
This isn't how it's supposed to work. Everything smoothed out when I opened up the Idle speed adjusting screw a few turns (this is on my 85t). At this slightly higher idle speed, the AIC stopped sending surges of air into the engine.
I know my engine sensors are all good and adjusted properly. I know my car is relatively vacuum leak free. But, the car seems happiest idling at around 1000rpm.
Is this indicative of a problem elsewhere? Can my tachometer be misadjusted? Are some cars happiest idling at this slightly elevated speed?
