Idle Coolant Circulation

I have been plagued with this problem since I got the car, Jan 01. When the car is warm and sits at idle (traffic jam, Waiting outside Grocery store for wife...) the coolant appears not to circulate. I can only verify that it does not pass through the heater core, because during these periods I have no heat in the passenger compartment. The temperature gauge indicates the increase in temp (7/8 up the scale, but NOT in red.) Constantly keeping the car at an elevated idle (1800-2600 RPM) will occasionaly get the coolant circulated, but not always. After normal driving resumes, it takes about 5 or 6 minutes for coolant to reach the Heater core. Coolant levels seem fine, and temp is normally about 1/2 way up gauge.
I have searched the archives and am unable to come up with anything.
Any ideas?
