Fuel Injection – Vacuum/ DelayedStart/ Rough idle

1992 16V- 2.1L NA 900i

Background
Engine is in sound/ good condition- 180,000 km (120000 miles)
Runs well at all revs with exception of idling
Compression good – uses no oil- ie engine is not tired.
Typically started normally- quickly
On starting- revs to approximately 1400 rpm before settling at 850 rpm

Initial problem that precipitated these events
Engine would not start

Action
Replaced ECU following performing all checks as listed in Bentleys with ECU removed which confirmed that all components in order with exception of - Voltage at ECU during cranking is 3.5VAC in lieu of 6.5 VAC required for LH 2.4.2.

Outcome
Engine now starts but does not start instantly / typically starts at end of (extended) cranking cycle
Engine continues to run erratically at idle as per before replacement of ECU

Further checks to rectify starting issue
Check of injector voltage at cranking is 0.0 V
Voltage at ECU during cranking is 3.5VAC in lieu of 6.5 VAC required for LH 2.4.2. With engine running this increase to 5.5 VAC
Timing when running is approximately 10-14 before TDC but moves around a number of degrees


Other Actions Taken
Downloaded Check Engine Light codes to confirm that all Fuel Injection are operating correctly
Downloaded fault codes with Check Engine Light- I fault only with engine running lean
Vacuum is 14in Hg whereas should be approximately 20-22 in Hg.
Isolated/ plugged all vac hoses and no discernable improvement in vacuum

Outcome
I am at a loss but my thoughts are
Ignition??- perhaps Crank Angle Sensor or some issue with EZK unit which is then preventing signal to ECU and therefore preventing power to injectors
Does this also impact on the vacuum because of timing
