"Flakey" turbo boost

Here is a good one for all you Saabphiles:
I had a hard start problem with my '86 900 T conv...I replaced the fuel pump because mine was VERY noisy plus double checked the timing and it was 20 degrees BTDC..not 16 like it should be. It starts fine now, but my turbo doesn't boost the way it should. I am running a modified box that before replacing the pump was boosting into the red to the fuel cutoff. Now it will only boost to the red and not further. Plus, it is not a smooth boost..it is choppy.
I removed the knock sensor and wrapped it in a shop towel...tokk it for a ride and boost was back to where it had been...well into the red. I deduce the car is knocking either from wrong spark timing or fuel starvation. I hooked up the fuel pressure gauge and the pressures are to specs, although, the needle bounces and is *shakey* like hte fuel isn't dampened. All the ignition parts were replaced with OEM, new plugs, wires, etc..
The fuel pump was from a 1984 8V turbo with APC. Fuel is 94 octane...the pump puts out over a quart per minute with the return line disconnected.
