Assuming that you meant your driver's seat heater works, but not the passenger.

The dash control does not affect the passenger seat heater. The passenger seat heater goes on when someone sits in the seat to close the switch that is connected by the spring under the seat and the temp is below a temperature(50 deg F??? or so). You can test it with a meter and check the FAQs for procedure http://www.saabnet.com/tsn/faq/heatseat.html Thes faqs are not flawless, but if you scroll down there is a decent procedure for the passenger seat.

Once you've verified power at the connector and then gone though the rest of the checklist, chances are the heater element is broken near one of the seams. The fix is pretty easy. unbolt the seat and remove it. unplug the rear heater connector and remove the seat back. Then it is easy to remove the upholstery clips under the seat and peel back the seat cover. Caution--be sure to unhook the springs going through the cushion under the seat where the bottom seam is. They are hooked to a wire that give the cover a tight fit over the cushion. If you forget to do this you will tear the wire out of its gusset. BTDT.

Now you can remove the cover completely. Carefully inspect the grid for breaks. the gird is brittle and when people kneel on the seat or big dogs stand on it, the grid snaps. If you find the breaks you can solder in short section of stranded wire to jump the breaks. Now before you put every thing back together, cool down the thermoswitch with ice or a fire extinguisher and see if you get continuity through the grid. If no continuity the thermoswitch may be bad, but i'll bet you jsut have a couple of breaks in the grid.
