It is true. I believe that was a feature beginning in 88. My 88 tranny does that. In addition, and perhaps you've noticed, it's not just nuetral that it springs to, but a position directly in line with 3rd or 4th gear. The reason is to give the driver a "feel it" reference point when manuevering through the gears. The older models had a similar spring which was located on the shift rod column, but it was problematic in that location for a number of reasons and the upgrade was made in 88. While I do like it, I sometimes feel it need not be so tight. A little less spring would be more to my liking. Perhaps there is a way to adjust it, but more than likely only with the transmission taken apart.
