The radiator isn't steel, so it can't 'rust'. Whatever brass alloy is used, would have copper oxide, green. The fine fins are external to the water tubes anyway. Mine crumbled too, but I think that's from external corrosion. Not inside the tubes.
Rust has to come from the block or other iron/steel parts.
