Rev limiter - The ECU reads air mass flow, O2, and engine RPM and uses them for fuel control. One of the routines in the ECU firmware uses the RPM signal to cut fuel flow if the RPMs exceed the progrmmed max.
You could have one of a number of things contributing - a marginal ground, fuel pump relay contacts like I mentioned before, dirty contact points on a connector or loose connector, ECU going bad, ignition switch going bad, failing fuel pump, etc.
When the ECU in my '89 failed, it exhibited its failure symptoms twice (on a busy interstate - no fun at all) before calling it quits a week later.
