Both fans should come on when the compressor is running. The A/C fan will run even when the compressor cycles off, but the main cooling fan should only come on when the comprssor is running.
If your refrigerant pressure is low, then neither the compressor or either fan will run.
If only the A/C fan runs when you push the button, you have sufficient refrigerant pressure, but if the compressor doesn't run and the main cooling fan doesn't come on, you might have a bad A/C relay or a wiring problem. Jump compressor with direct battery voltage, to see if clutch engages. If so, then you probably have a main A/C relay problem.
If compressor runs normally without jumping, the main A/C relay should be OK and you might have a bad fan fuse, fan motor or fan wiring problem. Check fuses. If OK, jump the radiator temp switch to see if main cooling fan runs. If OK, you probably have a wiring problem between the A/C relay and the fan. If the main cooling fan doesn't come on when you jump radiator switch, suspect a bad fan motor. Verify by powering directly.
