I assume that it was towed with the front wheels off the ground on the tow truck lift... I bet that some sheet metal got bent and is now interfering with your tie rod system or something of that nature. Take a look under while somebody steers. A low power steering reservoir will foam, this is normal. It should go away when topped up. If it doesn't, try changing the fluid before changing the pump. It's lots easier and cheaper... The reservoir comes off with two bolts and you can use the pump to pump the old fluid out once the reservoir is removed. Don't run the pump excessivly while empty, just till it quits squirting.
Another steering thing that is probably unrelated, but good trivia is that if your steering gets a catch in it, it's probably not a bad rack, it's just a tight "U"joint between the steering column and the rack. You can get to it under the dash under a rubber boot. some oil will fix it up.
