Ken, I think mine would've serviced you better ;-) Caveat emptor. On the positive side, if it is straight and rust free, the mechanical bits can be fixed. You are probably going to have to get a set of headlights. I have 'fixed' one, but you may have to get a set in the parts classifieds or on ebay. Once the bracket assy is assembled, it does not come apart easily and 12 years of heat and such makes the plastic brittle. That said, you may be able to re-seat the socket if you push it back firmly. I was able to do this once.
As for the APC/Turbo, by 'neutral', you mean the white bit in the gage? With a faulty APC system, it should go to the middle of the yellow if the wastegate is set properly. It could be that the wastegate is not connected. It could be that the vacuum line to the gage is not connected. How many miles are on it? If it is <150kmi and the turbo was replaced, I'd be suspicious of poor maintenance history. I'd have the oil supply line cleaned or replaced to make sure that it has not coked up from overly long oil change intervals if it does not look new.
