Had same problem with those grommets to the upper left of steering column boot. I was able to get both grommets in and the leak on the driver's side has stopped. Passenger side leaks are often caused by clogged A/C drains. One is in the bottom of the engine compartment HVAC intake box near the firewall and the other is in the HVAC box under the dash. Both hoses drain into the right fenderwell. The big one always gets clogged up with leaves. If clogged the water can eventually back up into the car.
Another thing to check are the sunroof drains at all four corners of the sunroof opening. The fronts drain out the A pillar openings and the rears drain out the side panel louvers. The rears can only be accessed from the exit hose unless you drop the headliner. Make sure water poured into the sunroof outer channel flows freely out the drains. Air pressure or semi-flexible wire can clean them out.
There are also floor grommets in the rear floor that can get popped out. Finally, the door seals and rear window seals can leak.
I have chased all of the above problems over the years. Don't give up.
