A little late to post maybe, but this caught my eye. I agree completely on the flashing LED, much cheaper than an alarm, and probably just as effective. That way you won't annoy everyone with the chirping either as you step 20 feet from your car to get a latte (well, no you specifically)
How about just a simple 555 timer circuit running on a battery, or from a non-switched 12 volt line (I think a 555 might be able to run of higher voltages. Low current drain and it's on all the time. You can even adjust the blinking rate.
