You could be stuck in base boost. Simply unplug the electrical connector from the APC solenoid (near the coil on top of the radiator) and go for a test drive. If there is no change, plugged in vs unplugged, you are stuck in base boost. If so first check electrical connector to the APC box on the fender liner. A loose plug can cause this. Then check "key on" voltage at the connector to the APC solenoid. The solenoid should also click when you power it. If power, but no click the solenoid is bad(rare).
Make sure the wastegate control rod moves at the turbo.
Then check electrical connection to knock sensor under the intake runners. If still no good, unbolt knock sensor and wrap it in a rag. If now good, the knock sensor is bad.
Beyond this you're into wiring breaks, bad grounds, etc.
