The cap limits the cooling system to prevent over-pressurization of the cooling system. Your cap could be pressure tested if you had a tester, and the vacuum valve built into the cap should open between 14.5 and 18 psi. Dried colant may form in the filler cap and affect the way it's supposed to function.
The cooling system is sealed.....the only reason to ever have to add more coolant is if you had an internal or external leak. An internal leak would constitute a bad headgasket and coolant leaking into the combustion chamber and being burnt. This type of leak could also cause the coolant system to over-pressurize. Numerous external leaks are possible...water pump, heater valve, radiator, any hoses....
