Depending on the material, you're seeing an oxide coating. it all depends on what that manufacturer decided to use for a battery post material.
Is it a problem? Probably not. The outside of the post serves no useful purpose. The electrons flow through the contact between the post and the clamp, and those surfaces are hidden. As long as the connection you can't see is OK, you're OK.
However, one possible reason for the post discoloration would be some heating. That would be due to a poor connection between the clamp and post. Simply remove the clamp, and polish up the post and clamp mating surfaces. That's a nice thing to do periodically (every year or two), anyway.
