No Spark to with Wire #2, Cap..Rotor?

I have previous posts about my #2 cylinder not firing, and I replaced the plugs and wires. I had not checked to see if a spark was getting to the plug actually because it has such a long rubber boot. But I stuck a screwdriver into it while it was running, and held it close to the engine block, and got no spark, and not even a shock form touching it. So I am taking that to mean that there is something wrong with the cap or rotor. The cap looked dry, and clean, but I did notice a small crack by the center metal peice, where the distributer wire hooks up on the outside. Plus it seemd loose. Could that cause #2 to not fire?.. Plus how do I take off & put on a new rotor? How can I tell if it's bad... and what is that round plastic cover type peice behind the rotr, and is between the cap and engine when the caps clamped on? Is it saposed to be loose..? I am going to change the cap & rotor once I get some advise... but if that doesnt fix it, whats next if the #2 wire is not getting a spark? Thanks!!
