clutch master/pedal question: spring on pedal??

Hi All,
I'm having kind of high engagement of the clutch when I release the clutch pedal. I was thinking it was the clutch pedal or master so I pulled the clutch pedal. It looked almost like new, with no elongation of the pivots! But I did find that there was what looked like the broken end of a spring in the rubber grommet on one side of the pedal. What does this do? Is this useful for proper clutch function? Or am I looking at a worn clutch master cylinder? Please advise if you've gone through this, I'm not looking forward to rebuilding the clutch master if i don't have to. TIA,
