No, SRS steering shaft is different.
Used shaft could very well have the same problem, test before removing it from the car.
No, the steering will not change in any way so if you have a sticky steering it could still be the lower U-joints or the steering rack.
No special tools needed but you probably end up removing the center dash/column and knee bolster to get access to the steering column cage.
If you go with a used shaft. It is easier to replace the whole cage with shaft inside instead of extracting the shaft out of the cage.
