O2 sensor (3-wire) '85 900T

Tested my O2 sensor. Still connected (not disconnected as per Bentley), the voltage fluctuates at idle as it's suppossed to, between .2 and .79 volts.
The preheater resistance, as tested between the other two wires, reads not 4 ohms as the Bentley manual suggests it should, but instead much higher. I have gotten readings in the neighborhoods of 11 ohms and 8 ohms. Interestingly, the readings click down every two seconds or so by .1 ohm; i.e. it'll read 11.2, 11.1, 11.0. Or 8.2, 8.1, 8.0...
Maybe operational but fouled? The entire engine was running poorly for awhile due to a failed brake booster, and I've cleaned lots of gunk from the AIC valve, throttle body, etc. Used injector cleaner already. Considering doing the windshield washer to the intake manifold steam cleaning routine mentioned on TSN....
Thoughts?
