of the pads - if one side seems to be wearing faster than the other, then the inside piston is seized onto the caliper housing and the outside piston is doing all the braking. classic driving symptom is a very hard brake pedal, squealing brakes and poor braking.
if it is the e-brake that is seized, i've been told its not worth fixing as you'd have to take the whole caliper apart and relube everything. better to get new or rebuilts again unless you have time tools and expertise.
quick try: lube the e-brake springs with grease and work them to get the grease in between the spring windings - that may looosen them up. if not, problem is internal.
