I've had the panels off. I can't recall weather there is a space issue. I don't believe so. But instead of hacking upo your panels to fit the 6x9s You should consider another alternative.
I have better oversize 6.5" speakers in my Saab because I know how difficult it is to find a good set of replacement rear panels if I were to hack mine up. But in my '86 LeBaron vert I mounted 6x9s in the space where there were only 5 1/4s. I made some special brackets out of aluminum which bridged the difference between the stock mounting holes and the mounting holes on the 6x9s. I used them on the back side of the panel. The larger speakers sound much better, even coming through the 5 1/4" opening.
I don't see any reason why you couldn't do the same in mounting your speakers to the back side of the Saab panels. You can even enlarge the openings a bit to let more sound through without destroying your panels. I dont believe you'll be able to cut the openings large enough to front-mount the 6x9s in the stock location.
