Steering leak from dust boot?

While I was transitioning from working on the '90's rear suspension to the '99's front brakes yesterday, I noticed the '85 had a brand new, huge oil leak! I had the wheels turned hard left where it was parked, so I could see behind the passenger wheel. It turns out the passenger side dust boot (covering the tie rod/rack junction) was sort of collapsed inward from the clamp on the tie rod. It had dumped about a cup of oil at that point & was continuing to dribble. I uncollapsed the dust boot & straightened out the wheels, & today the leak appears to have subsided.
I've never had a rack apart, but I'm guessing this boot only provides a dirt shield? (That is, it doesn't actually contain fluid to make the rack work?) So that would mean ... a seal between the tie rod & rack unit is leaking, & the boot merely collected a bunch of fluid until it had to opportunity to drain out?
Anybody care to take a stab at what's actually going on with this leak?
