In addition to daily penetrant soak for a week and heat, I would pick up a manual impact tool. Sears has one for under $30. Technically you should have a long black impact socket to fit your plug, but for one plug a regular sparkplug socket should be fine.
Every time you give the plug a squirt of penetrant, give the impact tool a few whacks in both directions. Both loosen and tighten. The shock helps get the penetrant do its job. I'll bet the plug comes right out after 2-3 days of this technique. My impact driver has been a valuable tool and has never failed to loosen stuck plugs, nuts and screws.
It's perfect for loosening brake rotor screws, torx or phillips, that otherwise would be destroyed by a driver head.
