A previous owner of a Saab I once owned 'fixed' the problem by using a lawnmower throttle cable.
One end attached to the heater valve; cable threaded thru fire wall, dash, and steering column; and out on the bottom side of the steering column. To operate the heater control I just pushed or pulle the little 'barrel' end of the cable. Worked just fine for me for a few years till I sold the car.
I thought it was kind of a cool fix.
